State gets second Govt. Nursing Institute
Pul urges doctors, nurses to treat patients with human touch

ITANAGAR, Sept 20: The Arunachal State Nursing School (ASNS), the first ever government nursing institute for General Nurse Midwifery (GNM) course, was inaugurated by Health and Family Welfare Minister Kalikho Pul in the office premises of the Directorate of Medical Education, Training and Research, Naharlagun today. The institute will offer diploma in GNM.
“It is a matter of immense pleasure that the state got the second govt. nursing Institute after more than a half century from the establishment of the first nursing institute for ANM course at Pasighat in 1963, Pul said. He informed that a GNM nursing school in Pasighat will start from the next month. Four more nursing institutes one each at Tawang, Aalo, Daporijo and Namsai will be set up and construction works are going on, he informed.
While nursing institutes at Tawang, Aalo and Namsai would offer Auxiliary Nurse Midwifery (ANM) course the nursing institute at Daporijo would offer GNM course, Pul said.
Currently, there is only 900 nursing staff in the health department against a total
requirement of 3160. Of the total 900 nursing staff, 481 are GNMs and 418 ANMs, Pul

While describing nursing as one of the noblest professions, the Health Minister said, “Nurses are those who always keep an eye on what is happening with the health of a patient.” He exhorted them to serve patients with human touch.
Informing that nurses from North East and some other particular states like Kerala are in high demand all over the country, he asked the first batch nursing students of ASNS to pursue their course sincerely and equip themselves with the correct knowledge, skills and right attitude.
He also encouraged the faculty members drawn from the State Nursing Services to impart and share their Knowledge and expertise.
Addressing the doctors on the occasion, Pul urged them to rededicate themselves to selfless service to the humanity. Since doctors are considered second to god, he urged them to treat patients with compassion and human touch. The Health Minister sought the cooperation and constructive suggestions from the senior health officers and doctors in improving health care delivery.
He assured to take steps to well equip all the district, zonal and state hospital in terms of infrastructure, medicines and other requirements so that all the needs of patients are provided.
He stressed the need for timely submission of utilization certificates for timely release of central fund. He emphasized on active monitoring by Programme Officers so that projects and schemes under health sector can progress smoothly and be activated at the earliest.
Stressing the need of early setting up of proposed B.Sc Nursing College in Pachin area under Arun Medicity, he urged the local MLA Techi Kaso to facilitate it by taking up connectivity and land acquisition issues which are delaying the process.
Speaking on the occasion, Parliamentary Secretary and local MLA Kaso lauded the Health Minister and his team of officers for rising up to the challenges to set up the nursing school. On the need for bridge connectivity needed for the proposed Medicity at Pachin, he assured to take up the matter on priority soon after this monsoon is over. Secretary, Health and Family Welfare Indra Mallo said that the Health Department with the support of the State and Central Govts. and under central flagship programme NHM is mobilizing all resources for inducting more number of nurses. He said NGOs like Infosys Foundation have also expressed readiness to extend helping hand in health sector.
Earlier, Director Medical Education (Training & Research) Dr. Moji Jini in his welcome address, stressed on the need for quality nurses for the success of health programmes in the state and credited the Minister and Secretary, Health and Family Welfare for starting the GNM School from this academic session.

Governor expresses concern over increasing violence against NE people in Delhi
ITANAGAR, Sept 20: The Governor of Arunachal Pradesh Lt. Gen (Retd) Nirbhay Sharma has expressed his deep concern on the increasing incidents of violence relating to the people of North Eastern India in the National Capital, particularly in the two cases where a lady advocate and a nurse from Arunachal Pradesh were assaulted.
In this regard, the Governor spoke to Lieutenant Governor of Delhi, Najeeb Jung over telephone on Sept 19 and requested him to take up the matters on priority in order to expedite the investigation.
The Governor said that a large number of people from Arunachal Pradesh especially students go to the National Capital to pursue higher studies or for seeking jobs. Cases of physical injury including murders, assaults and many other discriminating and prejudicial incidents have to be stopped by all means. Dalai Lama to visit Arunachal next year
NEW DELHI, Sept 20: His Holiness the XIV Dalai Lama agreed to visit Arunachal Pradesh
next year. Accepting the invitation of a delegation of legislators of Tawang, West
Kameng districts, Mechukha and other eminent personalities which called on Him at
New Delhi yesterday, the XIV Dalai Lama agreed to visit Tawang and West Kameng districts

ITANAGAR, Sept 20: While referring to the demand of some organizations for cancellation of surplus BEOs in the state, The Arunachal Block Education Officer Forum (ABEOF) has requested the organizations to refrain from making any unjustified statements without knowing facts against the existing BEOs.
In a release, it said that the post of Assistant District Education Officer (ADEO) now redesignated as Block Education Officer (BEO) exists since North Eastern Frontier Agency (NEFA) time when Arunachal had only five districts to assist the District Education authority in the Block Educational Administration. The 32 ADEO (BEO) posts now known to be sanctioned post was only for the five districts with limited CD Blocks in the then Arunachal Pradesh. Thereafter Arunachal Pradesh was granted status of Union Territory of India in 1972 with creation of more districts and CD Blocks. The posts were created during NEFA time in the pay scale of Junior teacher without financial involvement.
The post of BEO is not deputation post. The appointment of BEO is made legally by
the competent authority of Education department. All the existing BEOs were appointed
against the quota of existing Districts and CDs/Education Blocks, it said adding,
hence the question of excess appointment of BEOs does not arise. BEOs are appointed
and posted in Blocks in line with other departments. There are gazetted officers

The fact is that the Block level Educational Administration in Arunachal Pradesh is yet to be structured whereas other Indian States has structured Block Level Educational Administration. The sanctioning of require BEOs post is need of hours. However, Government of Arunachal Pradesh in the Department of Education has already initiated for streamlining Block Level Educational Administration along with creation of requisite BEO post in the pay scale of junior teacher i.e without financial involvement.
“Our present State Government has realized the core problems of Education department which is mainly strengthening and streamlining of Block Level Educational Administration in the Elementary Education in Arunachal Pradesh. The education minister has already initiated bold action by issuing directives for banning of further appointment of BEO/BRCC/CRCC and other posts as part of reform in the Education Department which deserve appreciation from all corners,” it further added.
AdiSU, East Siang ABK seek exclusion of Adi villages from proposed L/Siang
ITANAGAR, Sept 20: The Adi Students’ Union (AdiSU) has sought exclusion of villages inhabiting Adi communities which comes under the purview of the proposed Lower Siang district.
In its representation submitted to the chief minister, requesting him for solution to its long pending demand, it said that inclusion of Adi villages will create misunderstanding.
AdiSU has no any objection in creation of Lower Siang district but we have strong objection over the boundary demarcation. The traditional boundary between Adis and Galos i.e., Simen Korong (river) which was amicably settled by forefathers of both the community as per Bogum Bokang Kebang Dictum should be maintained, it said.
Meanwhile, questioning the outcome of a high level committee constituted by the state government on the matter, it warned of launching democratic movement if the outcome is not out anytime soon.
Meanwhile, expressing concern over the alleged negligence of the state Govt. to ABK’s pleas to respect the traditional and natural boundary between East Siang and proposed Lower Siang District and exclusion of five villages Depi, Depi Moli, Detak, Korang and Sido villages from the Lower Siang District,’ ABK East Siang unit in its emergency executive meeting held at Pasighat today raised objection to the present model for creating Lower Siang District.
The meeting presided over by ABK district unit president Okom Yosung observed that the present model of the proposed Lower Siang district, its boundary has already been objected by the Adi Baane Kebang. “There is a clear cut apprehension that state govt. is not upholding the sentiments of Adis,” it said. The house unanimously resolved to chalk out the future course of action on the issue in its proposed general mass public meeting on Sept 23 at Gandhi Chowk, Pasighat Market.
9th business session of IMC adopts various resolutions
ITANAGAR, Sept 20: Informing that the state Govt had released an amount Rs.180.00 lakhs (out of Rs.360.00 lakhs sanctioned) to IMC for undertaking schemes and programmes at the wards, Chief Councillor of the Itanagar Municipal Council (IMC) Higio Aruni requested all the councillors to utilize the fund judiciously. She further requested the Govt to release the pending fund at the earliest for successful implementation of programmes and policies. Aruni was addressing the ninth business session of the IMC at Naharlagun yesterday.
The Chief Councillor, who presided over the meeting, further informed the council that, 18 numbers of new TATA ACE pickup trucks delivered by the UD & Housing department to the IMC could not be utilized due to non receipt of the invoice and other related document. The council requested the UD department to handover the vehicle documents within a week for early registration of vehicles under MV Act.

ZIRO, Sept 20: With the initiative of Apatani Youth Association (AYA), the Gandii Ali Ribu Development Committee (GARDC) of Hari village Ziro has today organized a mass social service and converted the existing footpath to a motorable one at Gandii Ribu forest, half km away from their Hari village.
Formally inaugurating the road extension, Hari village Anchal Chairperson (ACP) Hage Tayung, while appreciating the land owners for donating their land voluntarily for the benefit of upcoming generation, assured to extend all possible help from panchayat members of their village. He appealed local legislator and the district administration to support such selfless people who really deserves for developmental package.
Joining the social service, AYA president Taku Chatung said that without road connectivity people cannot bring any development in their area. Road connectivity should be taken on priority for bringing all round development, he reiterated.
While appreciating the GARDC for taking up such noble work for the benefit of the future generation, Chatung suggested other village people to learn a lesson from people of Hari village. He appealed people of Apatanis not to construct any structure in open stretch of paddy field which would destroy the aesthetic scenic beauty of the Valley. He alternatively suggested for expanding the village towards jungle ward.
Gyati Apa, secretary GARDC said that the present village is becoming congested day by day because of increasing population. ‘Since Gandii Ribu forest is suitable for future expansion, we are taking up the road development on priority without asking for help from any governmental agency. The formation cutting is progressing with our self donation amount, he added.
As the road is necessary for future expansion, we do not seek any compensation rather we have contributed some amount for the contingency expenditure during formative earth cutting, said Hage Taki a land owner.

Active monsoon affects kharif cultivation in Siang Valley

PASIGHAT, Sept 20: As the monsoon which arrived lately remains active in Arunachal Pradesh and its neighbouring states, the intermittent moderate to heavy rainfall in Siang region is creating problem in kharif cultivation, affecting vegetable production. The frequent rainy weather also hits normal life in the region. It is adversely affecting the economy of rural farmers and daily wage earners.
The state received sufficient rainfall this year and has had a respite of the deficit rainfall reported early part of summer.
The Himalayan state has recorded five deficit rainfall years during the last decade.
It may be recalled that soon after the late monsoon arrived at the Himalayan region during second week of June this year, Arunachal Pradesh and parts of Assam have witnessed heavy and torrential rainfall. The Indian Meteorology Department (IMD) had a forecast of normal rainfall in NE states and had a perception that late monsoon would be active in the region and be lasted till the month of September.

‘Stay at posting places’
ITANAGAR, Sept 20: Anchal Samiti chairperson of the Lower Koloriang Anchal segment in a letter to the Kurung Kumey district Deputy Commissioner appealed him to direct the heads of offices in the district to attend office regularly and stay at posting places in general interest of the people. In its letter, the Anchal chairperson Bengia Tapo alleged that the heads of the departmental offices do not work regularly in the district and stay in Itanagar without obtaining leave from the competent authorities. As a result, the people are facing several problems. “Due to absence of the officers, the subordinate employees are also not working properly in the district and the district is lagging far behind in terms of development”, he said.
PPA condemns racial isolation
ITANAGAR, Sept 20: Reported exclusion of the people from North Eastern states during the visit of Chinese President, Xi Jinping allelgedly by the BJP Government has again proved their racial attitude and segregation of the people from North East India, said PPA president Nikh Kamin in a release today. While condemning the racial segregation of NE people and attack on Arunachal nurse in National Capital, the Peoples' Party of Arunachal demanded apology from the BJP.
“It is also reported that Kiren Rijiju, the MoS (Home), who represents Arunachal Pradesh in Parliament was also excluded from entire gamut of talk and other programs. This may be because of the fact that the Government of India is still suspecting our patriotism toward India and they are lacking in necessary trust and confident on people of North East India or the Modi Government has no courage to tell China that Arunachal Pradesh is integral part of India,” the release said.
The PPA said that instead of segregation, during the visit of Chinese President, the focal point of dialogue should have been on border intrusions and Look East policy, opening of Stillwell Roads, etc. Rijiju should have been allowed to play active role in entire discussion, it said.

BJP SLMVC meeting held
ITANAGAR, Sept 20: The first meeting of the State Level Monitoring & Vigilance Committee (SLMVC) of BJP Arunachal Pradesh State Unit was held here on Sept 17.
After elaborate discussion on the objective of formation of the committee and its future course of action, the meeting presided over by Committee president Tapen Siga, unanimously decided that a team (not less then 3 members ) of the SLM&VC of the party shall conduct tour to all the districts of the state to constitute District Level Monitoring & Vigilance Committee. In total the committee adopted six resolutions in the meeting. The committee shall appeal to the people of the state for sharing of information of mass misappropriation of public money by the state Govt, one of the resolutions said.
The meeting was attended by BJP state president Tai Tagak and BJP SLMVC members Laeta Umbrey, Roding Pertin, B R Wahge, Kuru Tai and member secretary Vijay Sonam. Three others members, namely, L. Wanglat, Talo Mugli and Gumke Riba could attend the meeting as they were out of station.
